Despite these guns being army manned and under command of the various island ARKOs, it was the naval SEEKO-KI who had the ultimate responsibility for coastal defence, so the Army and Navy units involved in coastal defence had to work closely together to fulfil their tasks which were:

a. to prevent landings on the Channel Islands

b. to protect all German shipping moving between the Islands and between the Islands and France.

c. to protect naval vessels using the core route between Cherbourg and Brest

d. to protect the Gulf of St Malo

SEEKO-KI also had responsibility over the parts of Artillerie Regiment 319, which manned coastal guns and beach bunkers, whilst even the Luftwaffe Flak guns had an element of control from him, although AA guns could fire at enemy aircraft without first getting his approval.
